The Peruvian government to Declare National Emergency After Fatal Demonstrations Against Recently Inaugurated Leader
The nation will soon impose emergency measures after one fatality occurred and numerous law enforcement personnel sustained injuries in widespread protests targeting the newly installed president, who assumed power just days ago.
Official Measures
The nation's premier said late on Thursday that authorities would enact the state of emergency in Lima within hours and crafting a comprehensive plan to address escalating safety concerns.
The protest on Wednesday night – organized by youth activists, transportation unions, and civic organizations – represented the most recent in ongoing protests against corruption and rising crime, culminating in the sudden removal of the previous administration.
Demonstration Developments
Thousands of protesters amassed around the country, with significant confrontations occurring at the legislative building. Police fired teargas while demonstrators launched pyrotechnics, projectiles, and incendiary devices.
"Everyone must go!" protesters chanted when they reached congress and attempted to breach security barricades surrounding the structure.
Victims and Inquiry
A 32-year-old man, Eduardo Mauricio Ruiz, was killed during the protest and authorities pledged to examine the circumstances, stated a human rights representative, from the national oversight institution. Peru's prosecutor's office confirmed the victim sustained fatal gunshot wounds.
Government Position
Jerà expressed regret over Ruiz's death through social media channels, promising an impartial inquiry. He attributed the unrest to "criminal elements exploiting peaceful protests".
"Legal consequences will be severe," he said.
Following legislative discussions regarding the demonstrations, Jerà said he would ask congress for "authority to legislate on public safety issues".
Proposed Reforms
The administration identified correctional system overhaul as a priority, but did not elaborate on what those powers would entail.
The newly appointed interior minister, Vicente Tiburcio told the unicameral congress that the government would push for comprehensive reform to the national police, adding that 89 police and 22 civilians had been injured during the protest and multiple individuals faced arrest.
Governing Challenges
The recent demonstrations served as an indicator for the new administration's trajectory – concluding with upcoming electoral proceedings – might develop.
The 38-year-old leader committed to prioritizing public safety but has faced a number of scandals, involving graft accusations and a now-shelved investigation for sexual assault. Jerà has denied wrongdoing in both cases and pledged full cooperation with oversight proceedings.

The previous administration encountered mass demonstrations following the 2022 transition, resulting in multiple fatalities and catastrophic approval rating decline, which oscillated between 2% and 4% in the days leading up to her ouster.
The legislative body previously led by the current president faces comparable public disapproval, with a single-digit approval rating.
